How can I deter house guest who view our second room as a hotel?

i feel you on this one only our guests tend to stay months even years at a time. only thing i can think of is to get on one accord with ur spouse and make a rule that if anyone stays over a certain period of days that they have to contribute $$$. it does get costly especially in todays economy.
