Where is a good place for a disabled person to live?

I live with my brother who can't walk, talk, has profound mental retardation, and can't breath on his own or swallow food that well. I would like somewhere with slightly mild weather, around 50 to 70 degrees (f), Not to much violence, and good air quality. I am in a good enough financial state that I am able to get an apartment or small house. Thanks for the advice!
